Action Plan Expanded

Overview of Water Safety Initiatives

The California Water Safety Coalition (CWSC) is actively working to improve water safety across the state. Key initiatives include the establishment of a water safety day in schools, the dissemination of information on layers of protection for pools and identifying schools offering swim lessons. The Orange Unified School District is already participating in the water safety day initiative, and the Water Safety Council of Fresno County has published a list of accessible swim lesson locations.

Success Stories

Several programs highlight the effectiveness of water safety education:

1.      Los Altos Family YMCA: Partners with Long Beach Unified School District to provide swim lessons to second graders. The program includes transportation, structured lessons, and involves parents through meetings and recreational days.

2.      City of San Diego Parks and Recreation: Offers a variety of water safety activities, including school swim lessons and community programs. They focus on eliminating barriers and changing the culture around water safety.

3.      May Day! May Day! Have a Safe and Healthy Summer! This Fresno County initiative teaches children about various safety topics, including water safety, and involves the community in a comprehensive safety event.

Legislative Efforts

California has implemented laws to enhance water safety education. Notable legislation includes Assembly Bill 1445, known as The Neng Thao Drowning Prevention Safety Act, which allows specific organizations to provide water safety information to schools. Additionally, several bills are pending that aim to further improve water safety regulations, such as requiring water safety instruction in schools and banning non-U.S. Coast Guard approved flotation devices.

Collaborative Efforts

Collaborations between local governments, school districts, and organizations are crucial. For example, the City of Fontana collaborates with the Fontana Unified School District to provide swim lessons through the Expanded Learning Program. These partnerships help in reaching underserved communities and ensuring that children receive essential water safety education.

Future Goals and Plans

CWSC continues to push for stronger water safety regulations and educational programs. They aim to increase accessibility to swim lessons, improve legislative support for water safety education, and continuously evaluate the success of their programs to ensure effective implementation and reach.

These efforts collectively aim to reduce drowning incidents and promote a culture of safety around water in California.
